Winnfield Development Corporation

Winnfield Development Corporation, formally known as Winnfield Housing Authority, was established in 2021.  Our agency provides quality affordable housing to low income families and individuals through effective administration of housing assistance programs.  Winnfield Development Corporation currently manages the Housing Choice Voucher Section 8 program which consist of 118 Project Based Vouchers and 92 Tenant Based Vouchers. Our agency is governed by a five member Board of Directors.

What is Section 8?

Rental Subsidy (HAP) paid on behalf of an eligible, low income family to pay all or a portion of their rent.

The Winnfield Development Corporation Housing Choice Voucher Section 8 Rental Assistance Program increases affordable housing choices for low income families by allowing them to rent privately-owned homes.  The section 8 Program supplements what individuals and families can afford to pay for housing in the private market.  This approach allows recipients to choose moderately priced housing based on the type and location that’s suitable for their needs.  Eligible families are required to select units that meet quality standards and the “reasonable” rent guidelines.  If WDC approves the selection, then WDC contracts with the owner to make rent subsidy payments on behalf of the family.  The Winnfield Development Corporation has the right to reject a lease if the property does not meet the quality standards or the rent is considered unreasonable.

Section 8

Voucher Types

Winnfield Development Corporation offers two types of vouchers, tenant based and project based vouchers. 

Tenant Based Voucher

Under the tenant based voucher program, our agency issues an eligible family a voucher and the family selects a home of their choice.  If the family moves out of the home, the contract with the owner ends and the family can move with continued assistance to another eligible rental home.

Project Based Voucher

Under the project based voucher program, the family must reside in one of our LIHTC properties.  The assistance is attached to the rental unit.  Because the assistance is tied to the unit, a family who moves from the project based unit does not have any right to continued housing assistance.  However, they may be eligible for a tenant-based voucher when one becomes available.  Tenants in Project Based Voucher units are assisted as long as they live in the unit and continue to qualify for the program.
